Strengh is a very usefull melee skill to have 99.

Heres my option to get 99

A) 1-20 Goblins
20-30 Town guards?
30-40 Hill giants
40-50 white knights - white knight if you are a member and have completed recruitment drive because you can just wear 3 items and when you die you end up next to white knights.
a) 50-99 pest control
b) 50-70 pest control
70-80 warriors guild/bandits
80-99 bandits
